The program is implemented from Icelandic, Liechtenstein and Norwegian grants.

Through the EEA and Norway Funds, Iceland, Lichtenstein and Norway will contribute to the reduction of social and economic differences, as well as to the strengthening of bilateral relations with the beneficiary countries in Europe. The three countries cooperate closely with the EU through the Agreement on the European Economic Area (EEA).

For the period 2009-2014, the grant amount of the EEA funds and Norway Funds is
EUR 1.79 billion. The Norwegian contribution gives 97% of the total amount. Non-governmental organizations, research and academic institutions, and the public and private sector can benefit from the grant in the 12 recently acceded EU Member States, as well as in Greece, Portugal and Spain. There is extensive cooperation with the bodies of the donor countries and the activities are expected to be implemented until 2016.

The main areas of support are the protection of the environment and climate change, research and scholarships, civil society, health-care and children, gender equality, justice and cultural heritage
